What this doctor explains is quite well known in the military, because the goal in military rifle development is to incapacitate enemy soldiers. Contrary to common believe, a kill is not the highest priority, it is incapacity. Because in that case the enemy needs soldiers to get the wounded soldier off the battlefield, he needs resources to care for that soldier. Soldiers are often protected one way or the other, so the bullet should get through that protection and still do as much damage as possible.
That's the military. Now imagine such a gun against unprotected civilians, at close range even. The AR-15 does not have continuous fire, but it has all the other characteristics of the M-16. It is not almost the same as a handgun or a hunting rifle.
