This happens when non-engineers don't care about what engineers have to say:
1) Germany sinks 1bn Euro into a drone that they only lease from the US and that may not fly in Europe's airspace.
2) Spain spends 530m Euro (of altogether 2.2bn) on a submarine that they then find out can not swim. It would sink. Seriously.
It takes some ignorance for such achievements.
