Why is a secret no-fly list that usually can not even be challenged a bad idea?

Because the people in charge of maintaining such a list are human beings, so they are prone to making mistakes, they give in to feelings, they ignore advice and warnings, and sometimes they are outright dumb.

The people in charge are not infallible, so there needs to be some oversight. Without that, things can go very wrong very quickly...
