In war, it is a crime to kill an enemy who is trying to surrender. In every army on this planet that considers itself above the level of savages and barbarians every soldier has to know this. It is even a crime to shoot at pilots parachuting out of planes.
So what is it when in peace(?) unarmed civilians who try to surrender are killed by police?
