Transportation on water likely is possible for people too but too slow. In my country Finland winter would stop all boats. That's they only are used in summer.
In Finland, a few water routes change into ice roads. Two problems: Ice needs time to get thick and strong. Snow covers also ice roads. In warm countries sea, lakes and rivers serve better.
