Unfortunately, this is still a problem in Germany. If you want to file a complaint or sue, you need to do that against an individual. How do you do that if you have no way to identify the person in question?

German police has long fought againsty any way to identify an individual, even if it is just a number on the uniform, not a name. The anonymous uniform does unfortunately allow people to demonstrate their superiority complex and then hide in the crowd of their colleagues.

The fellow in this article has done a great contribution to the bad reputation of police in Germany. His colleagues will all feel it. He will not care. Because unless there is really strong proof (video with sound) of his wrongdoing, his colleagues will cover him.
